Overview & Responsibilities

IDLO Tunisia is implementing the "Access to Land and Credit in Tunisia" project. The primary objective of this initiative is to facilitate the creation of sustainable, innovative, and high-value job opportunities within the Tunisian agrifood sector. The project is structured around two key components. Firstly, it seeks to support land consolidation efforts in Tunisia, enabling landholders and farmers to access secure, larger, and efficiently shaped land parcels. Secondly, it aims to facilitate access to credit opportunities for food-producing cooperatives, SMSAs, other SMEs, and GDAs.

A pool of experts will be hired to evaluate the implementation of income-generating activities (IGAs) and SMEs within the projects' frameworks (PDAI and others). The evaluation process includes all the steps, namely: i) the identification of IGAs/SMEs and the support of beneficiaries before implementation, ii) financing and implementation, iii) support after the installation of IGAs/SMEs/startups, and iv) the evaluation of the effects and impacts of these activities, considering the lessons learned from previous experiences.

OBJECTIVES

The strategic objective of this mission is to propose a process for identifying and implementing IGAs/SMEs within the framework of the new PDAIs and other frameworks.

The operational objective is: i) to evaluate the process implemented in the framework of the projects (PDAI and others), ii) to assess the sustainability of these IGAs/SMEs/startups, and iii) to evaluate the effects and impacts of these activities on the improvement of the beneficiaries' incomes, and on their levels of employability. 

EXPECTED RESULTS

This mission will provide a consolidated view of the performance and actual impact of the income‑generating activities (IGAs), SMEs, and startups supported by the various PDAIs, highlighting both the success factors and the constraints hindering their sustainability. It will also lead to operational and strategic recommendations to improve future interventions by the Ministry of Agriculture related to support mechanisms for local economic initiatives.

EXPECTED DELIVERABLES

Over 9 months, the evaluation will be phased into three steps: a methodological note, interim and final reports, and validation workshops.

Specifically, it includes:

  • a validated methodological note and an interim report after the first phase;
  • a provisional report for review; three validation workshops (one for each phase);
  • and a comprehensive final evaluation report containing an executive summary, detailed findings, conclusions, recommendations, and annexes.

The experts will be expected to collaborate with stakeholders, produce deliverables in French or Arabic, and adapt to the needs of the project.



Job Requirements

Mission Lead (1)

  • An agro-economist or other related field profile corresponding to the mission with demonstrated experience in topics related to Income Generating Activities (IGAs).
  • Proven experience in socio-economic studies.
  • Experience in techniques for evaluating and capitalizing on development projects
  • Good knowledge of climate change issues, particularly on adaptation.
  • Ability to collect, analyze, and present data both orally and in writing
  • At least five (7) years of experience in conducting project evaluations

Expert in Statistics (1)

  • Bachelor's degree in statistics, economics, sociology, political science, or a related field.
  • Familiar with agricultural development projects
  • Advanced skills in sampling techniques, data collection, and analysis
  • At least three (5) years of experience in similar projects

Field Researchers (2)

  • Bachelor's degree in agroeconomics, economics, sociology, communication, or a related field.
  • Proven experience in data collection in the field.


Terms & Conditions

The contract is expected to start between 15 and 28 February 2026 and conclude on 30 November 2026. Payments will be made upon the submission of agreed-upon deliverables. Each deliverable is linked to a specific payment installment, contingent on quality, timely submission, and acceptance by the Country Manager of the IDLO Tunisia Country Office.

The specific allocation of days will depend on the particular tasks assigned to each expert.
