JOB TITLE: Management Services Officer
TYPE OF CONTRACT: Junior Consultancy
UNIT/DIVISION: Management Services (for Libya & Tunisia COs)
DUTY STATION (City, Country): Assignment carried out on a remote basis.
DURATION: From 01 Nov until 31 Jan 2025 (renewable)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:The incumbent will provide support to the delivery of high quality, client-focused, and value for money services pertaining to the Management Services portfolio that enable WFP to deliver on its mandate of Saving Lives Changing Lives.
KEY ACCOUNTABILITIES:
Under the direct supervision of the Head of Management Services (for both Libya and Tunisia Country Offices), the incumbent will be responsible to:
General:
- Collate data and prepare basic analysis to support efficient planning and decision-making.
- Assist in the identification of requirements pertaining to resources aiming at efficiency, cost-effectiveness, and timeliness of operations and services.
- Maintain working relationships with WFP's internal and external stakeholders, other UN agencies and government entities ensuring relevant exchange of data and identifying areas of potential improved alignment of operations and cooperation.
- Utilize digital tools and applications to their fullest potential collaborating with technical experts to effectively adopt innovative technologies, thereby enhancing operational workflows and customer service.
Travel and Logistics Coordination:
- Prepare and manage Travel Authorizations (TAs) ensuring compliance with corporate policies and the most effective use of WFP financial resources.
- Coordinate all steps of travel processes, from planning to insurance, addressing challenges for a seamless experience.
- Align ticketing with WFP corporate guidelines, monitor issuance, and manage liabilities effectively.
- Monitor travel expenses, identify cost-saving opportunities, and optimize budgets.
- Track and process payment of Monthly Subsistence Living Sum (MSLS), as applicable, ensuring alignment with corporate policies and project objectives.
- Administer payment of Danger Pay providing all necessary support throughout the process.
- Collaborate with travel agencies for competitive rates and efficient booking processes.
- Coordinate and process Rest & Recuparation (R&R) requests ensuring timely processing and adherence to corporate policies.
- Monitor rental deductions for international staff ensuring accuracy and compliance with corporate policies.
System Actions (WINGS) to Support Procurement Oversight:
- Raise Purchase Requisitions (PRs) to initiate the procurement process.
- Generate Purchase Orders (POs) to formalize agreements with vendors.
- Manage Multiple Purchase Orders (MPOs) efficiently.
- Process UNSJPO/Zint POs in accordance with corporate procurement guidelines.
- Receive GRNs to verify the receipt of NFIs.
- Submit NFI procurement requests for both Country Offices with accurate documentation and adherence to corporate procurement policies.
- Collaborate with the procurement unit to ensure streamlined processing of NFI procurement requests.
Event Planning & Execution:
- Organize and supervise events, workshops, and training sessions for both Libya and Tunisia Country Offices, ensuring seamless execution.
- Manage logistics, venue reservations, and participant arrangements.
- Gather feedback and assess the success of conducted events.
- Assess the efficacy and efficiency of travel, events, and procurement processes.
Protocol:
- Assist employees from Libya and Tunisia COs in applying for visa in connection with official travel, ensuring a streamlined and efficient process.
- Facilitate application process for UNLP for employees from both Country Offices.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration; OR First University degree with additional years of related work experience and/or training/courses.
Experience: Experience and/or training in at least one Management Services line of business (for example management of assets, facilities, fleet, travel, or other).
Experience in deriving insights and conclusions from data, trends, and performance metrics.
Language: Fluency in both spoken and written English. Fluency in Arabic is an advantage.
