Summary

The Programme Coordinator will be responsible for coordinating the overall implementation of all programmes in Tunisia under the UNODC Regional Office for the Middle East and North Africa (ROMENA).

The incumbent will represent UNODC vis-a-vis the Government of Tunisia and the international community in Tunisia, ensuring outputs of a high-quality standard.

Key responsibilities include programme development and resource mobilization, advocacy, programme implementation, and building and disseminating knowledge.

Duties and Responsibilities
  • Ensure the strategic direction and management of the programme for Tunisia and contribute significantly to expand and raise resources for the Tunisia Programme across all UNODC mandates with financial support from governments, international organizations and private sector.
  • Represent UNODC in Tunisia, liaise with Government officials on the development of national, regional and inter-regional long-term capacity-building in UNODC mandates and in particular in drug control and crime prevention.
  • Streamline outputs and translate programmatic objectives produced by ROMENA in efficient and viable technical assistance and policy development work for Tunisia and support ROMENA in the establishment of the strategic direction and expansion of cooperation in the context of the Regional Programme for the Arab States.
  • Advise the Regional Representative and DO management on dynamics in the Tunisia related to UN Country Team/s, SDGs and key transitions, UN Development System Reform and 2030 Agenda based on close interaction with other UNODC Field Offices, and HQ divisions.
  • Promote gender equality and gender mainstreaming in all programmatic activities and policies in line with UNODC gender strategy.
  • Collect and analyse data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Coordinate the implementation of the UNODC Tunisia programme focussing on drug control, countering human trafficking/smuggling of migrant, countering corruption, support to juvenile justice interventions, countering maritime crime and carry out oversight of planning, budgeting, implementing and monitoring of all projects and activities in Tunisia.
  • Lead, oversee and coordinate the crime prevention and criminal justice portfolio in the MENA region, applying effective, human rights-based crime prevention strategies, improved criminal justice responses including addressing violence against women and children, and prison reforms.
  • Ensure effective fund monitoring and financial management and reporting of the projects in Tunisia, meet related reporting obligations and coordinate timely projects' reviews and revisions as required.
  • Prepare and draft a variety of high quality and timely written outputs, such as background papers, correspondence with governments, working papers, mission reports, presentations, policy proposals and ad hoc reports and organize and attend policymaking, expert group and programme/project related meetings, workshops, discussions, etc. make presentations.
  • Manage and coordinate communications with governments, other UN agencies, international organizations, and diplomatic missions on drug control, crime prevention and criminal justice policy issues.
  • Establish close partnership with the national counterparts in Tunisia and ensure the effective communication of UNODC's work and its impact in Tunisia across substantive pillars.
  • Effectively engage with governments, media representatives, parliamentarians, donors, civil society to place issues related to drug, crime and terrorism on the national and regional agenda by promoting and organizing outreach activities and provide timely and comprehensive advice to the relevant authorities in the target countries on long-term technical, support programmes and reform measures.

Additional duties may be assigned as required.

Requirements

Education:

An advanced university degree (Master's degree or equivalent) in political science, law, economics, public administration, business administration, public health or social science is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

A minimum of seven years of professional, progressively responsible work experience in providing advisory services to governments at the national and international levels, including in developing countries is required. Work experience in project and programme management and in conceptualization and elaboration of projects is required. Work experience in resource mobilization, as well as liaison with national counterparts and international organizations is required. Profound work experience in drug control and crime prevention issues is required.

Language Skills:

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of Arabic desirable. Knowledge of another United Nations official language is an advantage.
