JOB TITLE: ACR & BR Coordinator
TYPE OF CONTRACT: International Consultancy (CST L1)

PURPOSE OF THE ASSIGNMENT:
Annual Country Report (ACR) is key, annual accountability documents produced by the country office. It informs donors how their funds were used during the reporting year. The availability and quality of output and outcome data directly influences the evaluation conclusions on Libya CO's intervention. The ACR process will kick off in October/November 2024.
In the context of multiple parallel crises, widened regional conflict and rapid changes to its resource landscape, WFP is reviewing its footprint in the RBC region with the aim to focus on contexts with high food insecurity, and where the greatest humanitarian imperatives for WFP's engagement prevail. In this regard, the strategic and operational adjustments to the WFP Libya Country Strategic Plan (CSP) (2023–2025) will be needed to adapt to the changing context, which will require the BR or detailed refocusing exercise.
KEY ACCOUNTABILITIES (not all inclusive)
Under the direct supervision of the Deputy Country Director, the ACR & BR coordinator will perform the following tasks:
- Serve as the CO ACR Coordinator, in coordination with the Head of the OIM Unit*, to lead the preparation of the Annual Corporate Report (ACR) for the Annual Reporting Exercise. The ACR preparation will require close collaboration and coordination with the Programme, Monitoring and Evaluation, Supply Chain and Resource Management functions of the Country Office to ensure coherence and quality of performance information.
- Provide support to the CO OIM tasks, including preparation of monthly Country Briefs and coordination of updated prioritization plans.
- Support the preparation of the budget revision (BR) document in collaboration with the country office programme, monitoring & evaluation, supply chain, and resource management functions in close coordination with the CO management; (If the BR is not planned in 2024, the consultant will do CSP refocusing exercise for upcoming BR/CSP closure).
- Serve as liaison between the Country Office, Regional Bureau (RB), and Headquarters (HQ), ensuring a timely submission and approval of the BR.
- Perform other related duties as required.
*The consultant will be a CO ACR coordinator while a head of communications & OIM unit serves as alternate ACR coordinator who supports coordination and reviewing.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree and/or equivalent experience with emphasis in one or more of the following disciplines: political sciences, economics, agriculture, international affairs, social sciences, development studies or a field relevant to international development or humanitarian assistance.
Experience:
3-5 years post graduate, progressively responsible international and national experience in the fields of goal oriented/strategic planning, organizational change management, inter-agency coordination, programme re-orientation, policy development, etc. Specific experience in strategy formulation, programme management and project planning in a large multicultural institution in the field or headquarters is an asset.
Knowledge & Skills:
Ability to translate understanding of programme principles into relevant, effective, and context specific approaches; Ability to explain WFP projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing; Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities; General knowledge of UN system policies, rules, regulations and procedures; Strong writing, analytical and research skills; good interpersonal skills, teamwork spirit and ability to work in multicultural settings; superior cognitive capacity.
Languages:
Proficiency/level C of English and country official language is required.
