JOB TITLE: Communications & Operational Information Management Officer
TYPE OF CONTRACT: International Consultancy (CST Level 1)
UNIT/DIVISION: Communications
DUTY STATION (City, Country): Assignment carried out remotely
DURATION: 3 months from 01 Oct to 31 Dec 2024 (renewable)
PURPOSE OF THE ASSIGNMENT: The WFP Libya Country Office (CO) unit for Communications and Operational Information Management (OIM) is responsible for regularly providing an overall operational update that supports CO Management in decision-making for operational effectiveness, transparency and accountability.
The unit is responsible for ensuring that accurate information on CO operations is consistently available for internal as well as for external stakeholders.
KEY ACCOUNTABILITIES (not all inclusive):
Under the direct supervision of Deputy Country Director, the Communications and OIM Officer will be responsible for/to:
1. Serve as Head of the Communications and OIM Unit responsible for both internal and external Communications.
2. Serve as liaison between the Country Office, the Regional Bureau in Cairo (RBC), Headquarters (HQ) and the Libya Country Team ensuring a common operational picture and harmonized information flow.
3. Co-chair the UN Country Team Communications Working Group, liaising with counterparts in other UN agencies to maximize visibility and ensure consistency in humanitarian information. Represent WFP in UN Country Team Task Forces and Working Groups, as necessary.
4. Support in developing, implementing and managing an appropriate communications strategy to enhance the visibility and reputation of WFP and support fundraising activities, ensuring alignment with WFP strategy and respect of the Libyan cultural context.
5. Leverage social media content, platforms, networks and partners to enhance coverage and support of WFP's activities.
6. Ensure effective design and delivery of Communications and content products that convey the desired message to targeted audience(s).
7. Upon request, liaise with the Donor Relations team to ensure appropriate and maximized donor-related visibility to support the Country Director in Donor Relations efforts. If needed and upon request, liaise with donors, NGOs and other UN agencies.
8. Manage the OIM and Performance Reporting team.
9. Preparation, review and publication of reporting products as per the need of the CO i.e. monthly corporate reporting such as Country Briefs, Internal/External Situation Reports and others, as required.
10. Support staff in the assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.
11. Collate relevant information and data from media and local internal and external sources to facilitate and maximise the exchange of information and data flow between functional area networks in WFP to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
12. Support the preparation of the Annual Corporate Report (ACR) for the annual reporting exercise in collaboration with the Country Office programme, monitoring and evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
13. Build capacity of WFP staff on all aspects of external relations communication providing advice and guidance, to ensure consistent quality Communications activities that deliver the desired impact.
14. Organize and implement campaigns and advocacy initiatives, communications and events to provide visibility to the Country Office operations.
15. Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project implementation.
16. Conduct research work and prepare write-ups, briefs & reports, as & when needed.
17. Perform other related duties as required
MINIMUM QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree with relevant experience and advanced training/courses in Journalism, English, Social Sciences, International Relations, Communications, or other related fields
Experience:
Experience in the fields of Communications and Reporting
Experience in specialized Communications practices
