The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations that supports the successful implementation of peacebuilding, humanitarian, and development projects for its partners around the world. UNOPS helps its partners build a better future by providing services that increase the efficiency, effectiveness, and sustainability of peacebuilding, humanitarian, and development projects. Mandated as a central resource of the United Nations, UNOPS delivers sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and UN organizations.
Africa Region (AFR) Region:
The AFR Regional Office is responsible for contributing towards achievement of the Sustainable Development Goals (SDGs) and broader 2030 Agenda by operationalizing UNOPS Strategic Plan in the Africa Region.
AFR Regional Office supports partners and countries to reach sustainable economic, social and environmental development, and improve the lives of millions of people in Africa, by offering integrated solutions in infrastructure, project management and procurement with special focus in
the health sector and climate action. The Region has over 900 regular personnel who work in diverse and complex environments, with projects delivered in more than 20 countries and managed out of Multi-Country Offices (MCOs) in Democratic Republic of the Congo (DRC), Ethiopia, Kenya and Tunisia.
North Africa Multi-Country Office (NAMCO):
North Africa Multi-country Office is responsible for managing strategic and operational risks associated with the Project Office's portfolio of engagements (in Tunisia, Morocco, Libya and Algeria), developing and delivering cost effective services contributing to partners' sustainable results and achievements of UNOPS management results. The main intervention of UNOPS in the region is in the sector health, education, climate, justice and security. The North Africa Multi-Country Office (NAMCO) is responsible for developing, delivering, managing and implementing a growing portfolio of projects and/ or programmes spread across.

NAMCO provides strategic direction, operational support, delivery oversight and assurance of the
excellence of organizational processes and quality standards across all of the countries served by
the Office including Morocco, Libya, Algeria, and Tunisia (where the MCO is based).
Project Description:
UNOPS will be responsible for providing recruitment services for personnel to all United Nations agencies in Tunisia. The personnel will include cleaning staff and security officers. UNOPS will work closely with UNDSS to provide supplementary training to security officers. UNOPS will also be responsible for making purchases to support the needs of the various agencies.
Functional ResponsibilitiesUnder the general supervision of theMulticountry Office Director , the project Manager will:
1. Project Delivery and Performance
● Develop, complete and update implementation plan(s)
● Implement the approved plan (including the establishment of milestones) within
tolerances set by the Project Board.
● Embed sustainability dimensions including social and gender inclusion, environmental
and economic aspects into project life span.
● Manage the production of the required outputs, taking responsibility for overall progress
and use of resources and initiating corrective action where necessary.
● Ensure that quality of work packages and deliverables complies with the quality
requirements defined in the Implementation Plan.
● Liaise with any external suppliers or account managers
● Manage acceptance and delivery of work packages
● Monitor project progress ensuring that work packages are being executed properly
● Control project and work packages changes
● Accept goods, services or works delivered by suppliers.
● Lead contract management duties including supplier performance evaluation.
● Identify, and anticipate in a timely manner, potential risks and issues and advises mitigating measures to supervisor
● Identify and report to the supervisor potential business opportunities for UNOPS
2. Procedures
● Prepare/adapt the following plans for approval by the Project Board: I. Project Initiation Documentation; II. Stage/Exception Plans and relevant Product Descriptions
● Prepare the following reports:
i. Highlight Reports
ii. End Stage Reports
iii. Operational Closure Checklist
iv. End Project Report
v. Handover Report
● Comply with all organizational policy and specifically the Project Management Manual
● Prepare/adapt all relevant plans for approval by the Project Board.
● Manage the reporting obligations defined in the Legal Agreement(s) and in the
Implementation Plan
● Ensure maintenance of the project files and lessons learned are recorded
● Ensure the development and implementation of project financial management guidelines
and control mechanisms, in conformity with UNOPS rules and regulations.
● Manage budgets, cash flow and obligations to ensure that deliverables are met and
payments to contractors and personnel are received on time.
● Understand and manage UNOPS overheads, allocable charges, and related corporate
charges as they apply to the project
● Understand the unique structures of the UN and budget appropriately for personnel
● Manage expenditures against the budget (based on accurate financial reports)
● Where the Project Manager has no delegation as a committing officer, s/he retains these
responsibilities and will monitor and instruct/request others to carry out the relevant
commitments and disbursements.
● For project closure purposes, provide a formal handover of the project to the closure
manager
● Support project audit activities, including planning, preparation and coordination during
the audits and follow up on audit observations/recommendations
3 Stakeholder engagement
● Develop stakeholder profiles and facilitate the formulation of stakeholder engagement
strategies
● Establish solid working relationships with the Project Board (Executive, Senior Users and
Senior Suppliers), client and key stakeholders
● Enable the formulation of project communications plans. Coordinate internal project
communications. Monitor the effectiveness of project communications /Develop and maintain project plans
● Coordinate stakeholder engagement and communication, ensuring effective timing and
interdependency management of communications.
Ensure stakeholders are aware of project
activities, progress, exceptions and are in a position to accept handover outputs
4 Quality assurance & Monitoring and Progress Controls:
● Coordinate quality reviews of project documents and deliverables
● Provide quality control for management outputs (project documents, reports, etc.)
Ensure that the project(s) produce(s) the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Project Manager is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case(s). Contribute to the overall business targets and needs.
5 Knowledge management and innovation
● Encourage routine and effective capacity building activities are conducted in order to build the
long-term and sustainable capacity of staff.
● Contribute to the oversight of lessons learned procedures, ensuring that lessons learnt are
shared in a timely and appropriate manner.
Participate in the relevant Communities ofPractice
● Research and logging of lessons learned throughout the project life span.
● Provide feedback to Practice Groups on policy, supporting guidance with an aim towards
continuous improvement of UNOPS policies
6 Personnel Management
● Lead and motivate the project management team
● Ensure that behavioural expectations of team members are established
● Select, recruit and train a team as required and take into account gender parity and diversity
Objectives.
Education/Experience/Language requirements-
Education
Advanced University Degree in Project Management, HR Management, Business Administration, International Relations, Political/Security/Development Studies, or other relevant discipline.
University Degree (bachelor's degree / first level) with a combination of 2 additional years of relevant professional experience in Project Management, HR Management Business Administration, International Relations, Logistic management, or other relevant discipline, may be accepted in lieu of the advanced university degree.

Work Experience
2 years (or more based on academic credentials) of progressive experience in project management, with focus on contract management, logistics and reporting in either public or private sector organizations.
● Proven experience in HR or Logistic projects is highly desirable
● Proven experience in administrative / financial management is highly desirable

Previous assignments with the UN system will be an added advantage.

● Fluency in French and English is required.

- Les titulaires d'un contrat provisionnel (retainer) doivent consacrer environ quatre heures de leur propre temps à suivre quelques formations obligatoires avant de commencer à fournir leurs services à l'UNOPS. Il pourra également leur être demandé de suivre des cours visant à rafraîchir leurs connaissances ou de nouvelles formations obligatoires dans le cadre de leur contrat.
