Overview & Responsibilities

ORGANIZATIONAL CONTEXT

Monitoring and Evaluation (M&E) exercises conducted at IDLO follow the international OECD DAC standards. Within this context, IDLO strives to strengthen and coordinate its internal project monitoring system across all its activities. Project monitoring is an integral part of the project cycle and a prerequisite for successful results-based management (RBM). By periodically assessing the extent of the overall project progress (at the input, output, and outcome level) it generates important information on the project advancement and allows for necessary adjustments. It also generates important data for a higher level of appraisals as, inter alia, mid-term reviews and (impact) evaluations.

THE POSITION

Under the direct supervision of the Country Manager and in close coordination with programmes coordinators and colleagues at the IDLO Headquarters and its branch office in the Hague, the Monitoring and Reporting Officer is responsible for contributing to programmes design, developing and implementing monitoring frameworks, coordinating progress reporting, and facilitating programmatic learning—to align with IDLO monitoring, evaluation, and learning (MEL) standards, ensure donor compliance, and optimize IDLO's impact in Tunisia.

Specifically, the incumbent will be responsible for the following duties and tasks:

  • Lead the design and revision of MEL plans, including narrative components, monitoring frameworks, performance indicators, and indicator reference sheets;
  • Design impact assessments and support implementation of such assessments, using data to further enrich programmes management, external reporting, and new programmes development;
  • Facilitate participatory processes to elaborate theories of change (in both narrative form and graphic representation);
  • Prepare MEL-related narrative, annex, and budgetary inputs to proposals for funding;
  • Assist with analyses to establish baselines and targets, as well as collect other relevant data to inform programmes strategy and design;
  • Develop and maintain work plan tracking tables, indicator tracking tables, and risk registers to monitor programmes implementation, performance, and risk management;
  • Design data collection protocols and ensure their consistent use for programmes monitoring;
  • Monitor the quality of capacity development programmes activities, as required;
  • In collaboration with the field programmes coordinators, engage with government partners and civil society organizations to obtain programmes-related monitoring data, as required;
  • Ensure data quality through standardized data entry procedures, division of roles and responsibilities, and periodic reviews;
  • Oversee data analysis and coordinate the production of accurate and effective programmes reports, including annual reports, fact sheets, training summaries etc., as required;
  • Brief programmes personnel on relevant donor requirements and IDLO policies, including IDLO's approach to assessing training activities; IDLO Monitoring Guidelines; IDLO Evaluation Guidelines; and related systems, tools, and processes;
  • Design and implement MEL-related capacity-building activities for the programmes team, implementing partners, and programmes beneficiaries, as required;
  • Ensure that MEL activities are properly planned and executed, in line with established timelines and available resources;
  • Assist with the recruitment of technical experts and sub-contractors to provide MEL-related services, as required;
  • In collaboration with the IDLO Evaluation Unit, support external evaluations, including planning for fieldwork, providing inputs for sampling strategies, and completing technical review of evaluation reports;
  • Liaise with HQ-based monitoring and evaluation functions and relevant MEL peers to exchange knowledge, request technical support, and share best practices.
Job Requirements

Education and Experience

  • Advanced university degree in international development or relevant social science.
  • Minimum of 5 (five) years of relevant professional experience, ideally in an international organization.
  • Demonstrated MEL experience with capacity development, rule of law, and policy advocacy programming is an advantage.
  • Familiarity with the Tunisia legal system, rule of law, and continuing professional development issues is an advantage.
  • Demonstrated ability to produce high-quality, evidence-based reporting on results.
  • Experience with USG-funded projects is an advantage. 

Languages

  • Fluent oral and writing skills in English and Arabic are required.
  • Fluency in French is an advantage.

Specific knowledge, skills, and behavioral competencies

  • Knowledge of industry-standard MEL principles, results-based management, and programme monitoring tools.
  • Experience with qualitative and quantitative data collection, data management systems, and data analysis.
  • Solid analytical and problem-solving skills.
  • Proficiency with Microsoft Office and other ICT and internet-based software for remote data collection and blended learning.
  • Team player and ability to actively share information, contribute and motivate others to become involved in team activities. Provides constructive feedback and willingly helps others. Contributes to a fair environment that fosters collaboration and cooperation.
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.

In addition, IDLO shall offer a yearly basic salary of USD 23,064, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
